Renationalise and reintegrate track with trains with rolling stock provision. The biggest wastes of money in the industry are the franchise bidding process, leasing costs and compensation claims paid between Network Rail and the franchisees when one causes problems for the other.

To add some sort of joined up thinking between TOCs, Rosco's, and infrastructure is needed (ideally through nationalistion). Atm, basic things like application of traction held are a massive ballache because all three have to organise and agree amongst themselves.

"Great British Railways" intends to implement the recommendations of the Grant-Schapps report, but stops short of full renationalisation (which the Conservative government are trying their hardest to rule out). By all accounts the government seems to have lost interest in actually going ahead with "Great British Railways" and the GBR "transition team" have produced very little other than buzzword-laden LinkedIn posts.
